To fund free disposable diapers for low income moms because...shit. No, literally. Because childcare won't take cloth. It's an obstacle to employment. Of course California lawmakers could simply cut a subsidy for a powerful group or nick a few cents off of its world leading state employee pension system-cum-bankruptcy rather than taxing young families but then it wouldn't be progressive or something.
