Author Ben Domanench doesn't really say why but he argues that social and liberty conservatives both have an interest in promoting local government.
I think the reason the left is pro local everything but government is because its preferred institution for change is the state. And other nation spanning institutions- business, the church, media interfere with building the omnicompetent progressive state - hence the desire to weaken and localize them.
