It's become an open Question as to whether the authorities or the inmates are more criminal

Given that half of all inmates are in jail for victimless drug crimes I'd have to say the authorities' raping and pillaging is rapidly catching up with the crooks. And of course crooks aren't betraying the citizenry's trust the way law enforcement is.
