No one is addressing the dual problems of overcriminalization and misdemeanor fine farming. Face it: any time any of us are stopped by the police for an enforcement action it is unpleasant and confrontational. The key is to get rid of petty enforcement so there are far fewer confrontations with police. Fewer confrontations - fewer things go wrong.
