That's because we used to understand that the rule of law and the security to life and property it brings was the essential precondition to development. Now our government is filled with neo Marxist materialists and rent seekers so the Marines are out and cargo cult development is in. Things and 'services' owned by no one turn to nothing in no time. To which the Marines of yore, a handful of whom ruled Haiti during its "Golden Age" in the 20s and 30s with no foreign aid money would say no shit.
But the Clintons got some sweet PR for the taxpayer's cold and green didn't they? A more mature press less besotted with leftists and apologists for sex offenders who just happen to support abortion would have wondered why a left wing President was handing control over a massive aid project to his party's last President who is married to the Party's front running candidate to be the next President.
But to do so would be racist. And sexist. And...and..naughty! And that would mean no Martha's Vinyard this summer. Eek.
