At the Carthage, TX Walmart reflecting on Cato the Elder's perennial admonition: "Carthage must be destroyed!".

Which seems a bit harsh.  But redeveloped? Yes.

"Carthage must be redeveloped!" Hmmm lacks punch.  I can see Cato's point.
