The government has been used by the executive to punish their enemies before. Wilson, FDR, LBJ were particularly adept and Nixon bless his heart was both inept and of the wrong party persuasion to get away with the skulduggery - the IRS turned him down cold. But the Federales were a lot less invasive and powerful back then. Today they have virtually unlimited access to our private conversations and power to crush any one of us for essentially any reason. The Dinesh D'Souza persecution - issuing a felony indictment to a strident and effective critic of the President's for a low level campaign finance violation when it has always been a misdemeanor in the past and when your campaign got away with much larger and more egregious violations is an example of what happens when the executive believes it is beyond the law. And when a politicized press corps won't report what's happening.
Tom Basile outlines the many ways that the Obami have weaponised the government to punish their enemies. You remember when Barack Obama said he was going to punish his enemies donn't you? Very Chicago but not very American. Yes they can.
