The key to liberal fascism is to make the thicket of laws and regulations so dense that everyone is ensnared in them. At that point it becomes easier to simply curry favor with those that hold power to get forbearance or exemption than to demand just laws enforced justly.
California, along with Illinois, New Jersey and New York are all well over that line. That's why they are all effectively bankrupt.
