Sweetheart Environmental Suits

They call this corporatism - where the state favors certain classes of institutions who then support the state's quest for more power and wealth which they then hand back to the very same institutions.  Private, public, for profit, not for profit, it's all the same.  Who loses?  The common man.

By inviting a lawsuit and then signing a consent decree, the agency gets legal cover from political heat. Holmstead called this kind of litigation ‘sweetheart suits.’”
