People with Medicaid go to ER more

One argument for subsidizing health insurance is that it would shift patient encounters from high to low cost modalities. From ER to doc.  Turns out to not be true probably because few Docs will take Medicaid while the poor insured are both disorganized and habituated by centuries of practice to the city hospital model.

Would have been nice to have figured this out before we dropped 7 trill in PV of future negstive cash lows.  But when you're goal is power and glory facts seldom matter.
