The purpose of government, first and foremost is to secure resources for themselves

Sometimes it's essential to state the obvious.  Something that has been true since the first chief bonked his first 'subject' on the head and took his coconut:  People in the business of government are there first and foremost to provide for themselves and their families.  After, and only after they get enough gravy for themselves will they consider the people for whom they presumably toil.  And their 'service' to the 'people' will be informed by what gets them either more money or more power so they can get more money.  In other words they behave like everybody else with the possible exception of Mother Theresa and I'm not too sure about that chick.
