One of the worst aspects of our brave new statist world is the assumption that "the authorities" are there to "protect" us from terror attacks. We live with crime every day, we don't expect the police to "protect" us, we expect them to show up after the crime and hunt the evildoer down. We protect ourselves from crime by locking our houses and cars, packing heat, keeping alert to strange people and avoiding high crime areas.
This gentleman describes the Fed's plan to deal with an Anthrax attack. He points out that the best defense is your own. I don't believe an Anthrax attack is particularly likely but it does illustrate the point that the Feds can't protect us against terror. They can only screw up the response.
