Electronic Medical Records systems have always marketed themselves as billing 'optimizers'

Obami shocked to find that the ERM chaps (HBOC, Cerner etc al) that they forced every single provider to implement at great cost are in fact better at bleeding Govt healthcare programs. Of course private insurers aren't affected because they have an incentive to police providers and as important they tend to be competent and you know,..... try.

So which is more damning: the Obami didn't realize the ERM industry's core value prop and was taken for a high tech ride? Or they knew it but like with the Pharmacos they considered it a bribe worth paying.

So cynics or fools? And I am prepared to entertain the possibility that they are both.
