In an exclusive interview with ABC News, Noble said there are really only two choices for protecting open societies from attacks like the one on Westgate mall where so-called ‘soft targets’ are hit: either create secure perimeters around the locations or allow civilians to carry their own guns to protect themselves.”

H.L. Mencken had the modern superstate pegged long ago:  

The whole aim of practical politics is to keep the populace alarmed (and hence clamorous to be led to safety) by menacing it with an endless series of hobgoblins, all of them imaginary.

While Islamic terror isn't totally imaginary, it's ability to threaten our civilization is small.  Particularly when compared to the awesome and mostly destructive power of the modern administrative state.
