VA System: Public choice with its pants down....

Public choice theory says that people that work for not for profit or government entities are just like anyone else: selfish,  myopic, prone to rationalization and greedy and that the institutions run by them do the same damned things that people everywhere do.

Unfortunately because of our "progressive" bias we pretend this isn't true and subject NFPs and Govs to far less critical scrutiny. And so this happens...see that chap over there - the one with his fatigues around his ankles? That's the VA finally getting the scrutiny it deserves. Pity there's no time for lube.
