Never have so few wasted so much for so little.  Actually you can take any Federal initiative and say the same thing.  They are the Gods of waste.  Or perhaps demons.  Loons? Pygmie hippopotimi? Voracious flesh eating bacteria.  Yeah, that's the ticket.
