Daniel Foster writes about the Dems failure to pass a budget and how that will seriously constrain the Senate in the next Congress from using the only tools it has to manage spending. The frightening scenario is this: Some state and local governments have only survived the downturn by getting hundreds of billions in Federal 'stimulus' if that spigot is cut off after the election all at once due to a gridlocked Senate that can't use its own workaround tools, then the big trendy 'compassion filled' blue states are going to react like severe alcoholics deprived suddenly of their habit: go into a coma. Imagine Illinois, California, Michigan and New York defaulting on their debts followed by CT, RI, WI, OH, MD....
Meanwhile in TX after a little belt tightening, it's business as usual. We may need to revise the definition of 'compassionate'.
