The Cafe standards impose heavy technical, engineering and lives lost in accidents costs and deliver no beneficial outcomes.  They are true liberal madness.  Done because they can, because they are too afraid to raise gas taxes and because it makes industry 'jump' so that it knows who's boss next time the fundraiser comes around.
